Data backup for homeowner associations and VvE managers

Every VvE is registered with the KVK
Every vereniging van eigenaars must be registered in the Handelsregister. To register board members, the KVK asks for a copy of the signed minutes of the meeting at which they were appointed. [1]
A reserve fund for major maintenance
A VvE must set money aside for major maintenance. It either bases the amount on a long-term maintenance plan (MJOP) or reserves at least 0.5% of the building's rebuilding value. [3]
Camera images are personal data
An owners' association that films in or around the building processes personal data of residents and visitors. It may keep the images no longer than necessary and must make clear that cameras are in use, for example with signs. [4]
No NIS2 duties for a VvE
Homeowner associations are not among the sectors the NCSC lists for the Cyberbeveiligingswet, the Dutch NIS2 law. The GDPR (AVG) does apply to the owner and occupant data the association holds. [5]
When it goes wrong
The treasurer's laptop before the annual meeting
Illustrative example: the treasurer of a VvE keeps the accounts and the reserve fund calculation on a personal laptop, which fails a week before the annual meeting. The bank statements are online, but the calculation behind the owners' contributions is not. Because Mindtime backed up that laptop and the board's shared drive, the files are restored to a replacement machine. The meeting goes ahead with the figures the owners were sent.

Before you switch
What homeowner associations (VvEs) ask us first
We're a small association run by volunteers.
That is exactly why it should run on its own. Records on one volunteer's laptop leave with that volunteer. Mindtime checks every backup job and monitors around the clock, so nobody on the board has to remember to make a copy.
Our VvE manager takes care of the administration.
Then ask your manager where the association's records are backed up and who can restore them. If the manager works in Microsoft 365, Google Workspace, on laptops or on a NAS, Mindtime can back those up; for hosted VvE software, check the supplier's export terms.
Are owners' details safe outside the building?
They stay in Mindtime's own Tier III data centres in the Netherlands and Germany. Transfers are encrypted with AES-256, admin actions require MFA, and the association receives a data processing agreement with the contract.
FAQ
Questions about backup for homeowner associations (VvEs)
Which VvE records should we back up?
At least the signed minutes, the annual accounts and budgets, the long-term maintenance plan and reserve fund calculation, the owner register, contracts with suppliers and insurers, and the deed of division. Back up the places where those files actually live: the board mailbox, a shared drive, the treasurer's laptop or a NAS.
How long should a VvE keep its minutes?
Keep them for as long as the decisions in them matter. The KVK asks for signed appointment minutes each time the board changes, and decisions on maintenance and contributions can be referred to years later. Immutable backups mean old minutes cannot be quietly changed or lost when a board member leaves.
Does NIS2 apply to a homeowner association?
No. Homeowner associations are not among the sectors of the Cyberbeveiligingswet, the Dutch NIS2 law that took effect on 15 August 2026. The GDPR (AVG) still applies to owner and occupant data, and to camera images if the association films in or around the building.
How do we hand over to a new board without losing files?
Keep the association's records in an account that belongs to the association, not in personal mailboxes. The KVK points out that a manager is not an official body of the VvE, so the board stays responsible. With that shared account backed up by Mindtime, a handover no longer depends on someone's private laptop.
